Currently, he is at the beginning of 2nd stage of manipulation.
He is able to cast large-sized abilities instantaneously. (Poison pillars/Poison vortex/Poisonous Aura/Liquify poison/Create Mecidine Poison.)
He is capable of increasing the potency of his poison(effects, duration). It is viable now to be used in battles.
For external manipulation....Trash control, not worth mentioning.
The Devourer Cultivation System:
Definition: Based on a race that lurks in the outskirts of the universe as a unite. They search for natural treasures in deserted galaxies and they are considered one of the strongest hidden races in the universe. (They refused to join the SGAlliance)/ (They are not the Symbiotes!).
Depth: Their cultivation system relies on natural treasures heavily. Each newborn devourer has a mark that will define his strength and future social rank in his race.
The Mark: It could be limited to 2k BF or even 10K BF (Felix's mark).
There are 30 stages/Marks in the Devourer cultivation System.
Hence, the higher the limit the mark had, the more strength the devourer would possess when he reaches the peak.
Felix's current cultivation: He is at the beginning of the 2nd Mark. He paid 120 Billion SC to reach it and obtain a 10K BF boost.
To reach the 3rd Mark, he needs 240 billion SC worth of natural treasures (Based on market place, should be tripled in reality).
To reach the 4th Mark, he will need to pay 480 billion SC...This will continue going until he reaches the peak, (Heh, if that was even possible)
